Project Based Voucher Program
When most people think about Section 8, they likely think about a “tenant-based” voucher (Housing Choice Voucher). This type of assistance allows a family to find privately owned housing and use the voucher to subsidize their rent. The Project Based Voucher (PBV) program is a rental subsidy program similar to the regular Section 8 HCV program, however, the major difference is that the subsidy in the PBV program is attached to the unit and does not move with the family. Under certain conditions, tenants occupying a PBV unit may be able to transfer their assistance into a regular Section 8 Voucher upon request.
Who Is Eligible for Project-Based Vouchers?
Federal rules ensure that Housing Choice Vouchers, whether tenant or project-based, are targeted to the families who need them most. Seventy-five percent of new households admitted each year to an agency’s Housing Choice Voucher program must be “extremely low income,” with incomes not exceeding 30 percent of the area median income. Other new households may have incomes not to exceed 50 percent of the area median income.

Fairport Urban Renewal Agency provides 46 units of PBV housing in four projects in our service area. All PBV waiting lists are site specific. To obtain a PBV application, please contact the property directly.
